The Regulations of The Saudi Geographical Society (SGS)

(1) Name & location of The Society:
A geography society by the name of Saudi Geographical Society (SGS) is to be commissioned in King Saud University & under it’s direct supervisions practices it’s general activities in areas of developing theoretical & applied knowledge .This includes consultations, scientific & applied researches for the public & private sectors according to normal regulations of scientific societies in Saudi Universities.

(2) Objectives of SGS:
The objectives to be carried out by SGS are as follows:
1.The development & activation of scientific thought in areas of specialization of the society.
2.To achieve scientific co-operation between SGS members.
3.To provide consultations, carryout scientific studies so as to promote performance in areas of SGS interests for all kinds of public & private institutes.
4.Promotion of scientific & vocational performance of SGS members.
5.Feasibility of exchanging scientific production & ideas in areas of interests of SGS,with organizations & institutes inland & abroad.
6.Provision of those who have interest in SGS objectives to contribute freely in the scientific development of such domains.

(3) SGS activities:
SGS is to achieve the above objectives (as mentioned in 2nd Article) with all possible means ,such activities include the following:

1.To encourage researches & scientific consultations in it’s domains& related aspects of knowledge, the publication of researches ,results, distribution & exchange with the concerned institutes.

2.Writing & translating scientific books in the interests of SGS & any related subjects.
3.To carryout scientific studies for the development of applied practices

4.To organize conferences ,tutorials,& seminars to discuss related interests of SGS.

5.publishing periodical magazines bulletins to disperse researches & studies in related fields

6.Patricipation in local & international exhibitions

7.Inviting scholars to contribute in SGS activities according to regulations

8.Arrangement of scientific trips & competions for SGS members.

(4) Procedure of establishing SGS:
1.SGS was established by a decree from the University Council with recommendation of The Scientific Council & an application from the department or a group of specialists in the SGS field.

2.After issuing the SGS decree until the formation of divisions .A temporary committee is to be nominated to take care of all the necessary procedures. This committee is to be nominated by the Scientific Council of the University. It should be of five members, one of them a chairman. The duty of this committee expires with the conduction of the first meeting of the General Assembly of SGS.The Assembly is responsible of selecting executive members of the SGS.The committee will address the assembly about it’s report on previous activities.

(5) Membership, conditions, procedures:
There are three types of memberships:

1.Active member, with the following characteristics:
i. The member should have qualifications or equivalence in SGS field.
ii.To pay annual subscriptions.
iii. Any conditions may be deemed by the Administrative Council(AC).
iv.Adecree is to be issued by the AC to approve such membership.

2.Honorarium membership :
This membership is to be provided by the SGS general assembly(GA). for those who contributed to the benefits of SGS . Such benefits could be financial or incorporeal.
This member will be exempted from paying subscriptions. He can attend meetings of the GA,various committees & can participate in discussions.

3.Affiliated membership:
This could be applicable for those who are:
I. Undergraduates in the field of SGS.
II.Those who are concerned about SGS interests, without required qualifications for active members as mentioned above. Affiliated members are exempted of 50% of the annual subscriptions. This member can attend GA meetings, various committees, he can participate in discussions but he cannot vote.

(6) Termination of Membership:
Membership could be terminated for the following reasons:
1.Withdraw or death of a member.
2.Failure to pay annual subscription for one year .The member should be informed officially about fees due payment & the consequences of non payment. This information should be sent to the member within the last 3 months of the year referred to.
3.Miss of a membership condition.
4.Performance of an action or an activity which violates SGS regulations that causes a harm literally or materially. This requires an investigation to be carried by SGS & responsibility should be confirmed.

In all above cases, membership cannot be withdrawn without a formal decision of SGS.The member will be notified within 2 weeks. The member will never be paid or compensated for his previous subscriptions or donations whatsoever.

(7) Reapplication for membership:
Formation & meetings:
A member may reapply for membership once more, while the approval depends on SGS decision. This depends on clearing other causes.

(8) The General Assembly(GA):
Formation & meetings:
The GA is formed from the active members who paid their annual subscriptions. GA conduct an annual regular meeting once a year, invited for by the SGS chairman. The meeting will not be legal unless attended by the majority of members. If the majority failed to attend, an other meeting is to be arranged after 2 weeks .This meeting will be legal with any attendants.
It is permitted to call for a meeting by the Administration Council or 20% of GA members, if necessary.

(9) Responsibilities of GA:
The responsibilities of GA is as follows:
1.Issue of norms to regulate internal procedures of SGS.
2.Approval of annual budget of SGS & it’s final accounts.
3.Aproval of annual report of SGS activities prepared by the Administration Council(AC).
4.Nomination of AC
5.Approval of annual work plan presented by AC.
6.Proposition to establish new branches for SGS recommended by AC.
7.Assignment of an external auditor for the revision of SGS accounts & to determine his fees.
8.Proposal to liquidate SGS.

(10) SGS Honorarium Chairman:
The GA has the right to nominate an honorarium chairman for the SGS for a period of 3 years. The nominated personality should be a well known figure of interest in SGS activities, by a decree from the university. He has the right to head any meeting.

(11) SGS resources & budget:
First:SGS depend on it’s own resources as follows:
1. Registration fees & annual subscriptions of members.
2. SGS sales of publications & other services within it’s scope.
3. Income from conducted courses & programs arranged by SGS.
4. Gifts,donations,assistanceships provided by the university ,public or private institutions or individuals approved by SGS council.

Second: SGS budget & final accounts:
1.SGS financial year starts & ends with the university financial year.
2.Final accounts to be prepared according to known norms & professional presence.

(12) Formation of AC:
1.AC is composed of active members not exceeding (9),selected by GA via secret voting on condition that at least one third of them should be university staff of the SGS establisher.
2.Duration of SGS council is 3 yeas renewable only once.
3.If a council member is absent for 3 consecutive meetings without an excuse, he could be considered retired.
4.A vacant membership of the council selected by GA for any reason could be filled by a selected alternative member. Such membership should be approved by the GA within it’s first meeting.
5.The AC may nominate by secret voting a chairman who is a university staff, deputy chairman, secretary, finance officer from the members.
6.The Chairman may represents SGS in & outside the Kingdom. He can make all necessary communications according to SGS regulations. He can also head the GA.

(13) Meetings of AC:
The AC has the right to conduct an arbitrary meeting every 3 months with the majority forum. He can conduct extra arbitrary meetings whenever deemed so by half of it’s members or ordered for by one fifth of ht GA members or requested by the chairman. matters to be discussed are only the concerned ones.
Passed decisions should be carried by the attendants majority .If votes are equal ,then the chairman vote is t be considered decisive.

(14) Responsibilities of AC:
Here are the responsibilities of the AC:
1.Proposing SGS budget.
2.Preeration of GA workshedule.
3.Proposal of general policy for the SGS within it’s prospects objectives & it’s presentation for approval by the GA
4.Proposal of internal laws for SGS & regulating work.
5.Formation of committees & specialized groups for SGS assignments & activities.
6.Presentation of annual report of SGS activities for the specialized councils of the university after approval by the GA.
7.determination of subscription fees for members.
8.Assignment of researches & studies.
9.Approval of seminars ,tutorials, courses according to perceived norms of the university.
10.Receiving gifts ,donations, scholarships & assistantships.

(15) General Decisions:
1. SGS is assigned by the university director of site or his deputy.
2. SGS principles are constructed within the scope of approved by the university council.
3. The report of the GA or the AC is to be accredited by the vice-chancellor or his deputy of the university.
4. Any differences between the university vice-chancellor ,GA or AC should be referred to University council, who is decision is final.
5. If the GA is resolved ,for any reason, then it’s assets should belong to the university.
6. If SGS is transferred to any other university then it’s all assets & documents will move with it.
7. These regulations are applicable for SGS.
8. These regulations cancel automatically all the previous regulations of the SGS.
